With Flexible Windows, can you specify whether a window will have a scroll bar? (Inform 7)

It looks as though Quixe (and the Inform IDE) shows a scroll bar by default for a text window, and Glulxe and Gargoyle do not show a scroll bar. Is showing or not showing a scroll bar something under the story author's control, or is it dependent on the player's interpreter settings?

It's dependent on the interpreter, authors have no control.

Is that true for other kinds of windows too? Or is there a kind of window that always/never shows a scroll bar?

I think text grid and graphics won't.

Note for others wondering about this--it seems that if you are releasing along with an interpreter (Quixe) you can customize the presence or absence of scroll bars with the CSS stylesheet.
