A lock icon appears to the left of some questions - what does it mean?

The mouse cursor changes into a question mark over the icon but clicking did not reveal a hint.

The question mark signifies a tooltip; if you leave the mouse cursor over it for a while it reveals the hint.

This means that the question is closed and new answers cannot be added to it. Closed questions can be edited and then hopefully brought into a better state and reopened.
